After the most recent Windows Updates various application have stopped working and getting message "MMC could not create snap-in"

Original title: Mid April Windows Update appears to cause gui components of various apps to break eg Event Viewer, Media Center
After the most recent round of Windows Updates (mid April) various apps have stopped working.
When I tried to use the Event Viewer to see what was going on,
I got the message "MMC could not create snap-in"

Is anyone else seeing this ??

Other affected apps are Media Center,
and Third party stuff like the intel RAID management console (iaStor)
and the parameter config app for the desktop utility Fences
all fail to work anymore - any suggestions for a fix ??

I tried system restore to back out the windows updates, but no help.
windows 7 SP1 (Ultimate, 64 bit)

You can try the following steps and check if it helps.
Step 1:
Rename mmc.exe.config to mmc.exe.config.old
The location of the file is in c:\windows\system32
 
Step 2:
You may also try running a SFC scan and check.
This issue may occur if a particular system file is missing or corrupt.
You may refer the Method -The System File Checker tool in the following KB article:

Machine Throttling
  • Go to the Start button.
  • In the Search box, type "regedit" (without quotes) and press Enter.
  • Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
  • On the right window pane, delete the subkey: "Machine Throttling".
  • Restart your system.
