Accessing Control Panel crashes Windows Explorer in new Windows 8.1 update

I updated to Windows 8.1 this morning.
  Whenever I click to access Control Panel either via right click on the Start Button, or run and control.exe, it shows the circular mouse icon like its loading.  It then removes my desktop background for a second
and reloads my taskbar icons as well as shutting down control panel.
This seems to be behavior of explorer.exe restarting again.  I had not changed any settings on my computer, and it was working fine until the update.  I have tried running sfc /scannow.
No
errors were found.  I tried clean boot.
Disabling all third party services and startup programs and restarting computer, control panel still crashes.
I can access the majority of control panel apps via direct methods.  Right click Start and going to system
or Device Manager or Network Connections,etc..  It is only when I try to access control panel program (control.exe) that this causes explorer.exe to restart.  Is there a fix or workaround for this? Is this an issue that will be fixed soon? My computer specs
are HP Pavilion i5 Quad Core @ 3GHz, 8GB RAM, Windows 8.1 OS upgraded from an original Windows 8 install that came with the computer.
I upgraded via the Windows Store tile.  Thanks for any information you can provide.
