Cannot connect to internet

I am working on a friend's computer.
It is running Vista Home Premium on a Gateway quad-core 64 bit box.
Some time recently they lost the ability to connect to the internet.
Yes, I have tried system restore.
I restored from the oldest point, and there were no changes.
Gateway sent me a package with the Marvell ethernet driver.
The version on the box is already the current one.
I verified several places on the web.
They are using dial-up.
I brought the box home, ran full virus scans with no reported infections.
I am running a home network through a router.
I have W2K, XP, Vista, Linux, and Apple (yuck!) boxes running.
All of these boxes run fine and share files appropriately.
When I hook the subject box to the network, it recognises the network, and recognizes that
it is connected to the network and the internet.
Windows and antivirus updates take place.
Internet Eplorer, Firefox, and Opera each report the inability to connect.
Wireshark shows that upon opening one of these, a DNS resolution request is sent from the box, a resolution block is received.
It appears that the DNS resolution is not getting to the browser.
