Conditional Formating one cell based on another cell's value

Ok. I will first say that "normal" conditional formating is quite simple to learn, so this question is quite complex to me.
Here is the scenario:
In coulmn "B" I have set some conditions for the entire column such as:
If Cell = "N/A" the cell interior becomes gray with bold black font......
NOT TOO DIFFICULT
I have also used data validation in coulmn "B" to select from a drop-down list of text. One of those is:
CM Open
What I am trying to do is format the "CM Open" in column "B" to turn green if it is less than or equal to the date in column "Z" AND turn red if "CM Open" is past the date in column "Z".
This, in theory anyway, sounds simple. But I can't figure out how to write a VBA for this or use conditional formating, which I don't think will work in the first place.
The problem here is that Column "Z", the date I want to use to change the color of Column "B" is NOT static (constant), it will continually change. So I cannot use the formula TODAY(), nor can I enter ONLY the column ($Z:$Z) as part of the statement because
the dates are different in each cell (Column Z, Row 5 is a different date than Column Z, Row 6).
Also, I want this to occur ONLY when column "B" states "CM Open", so I cannot use $B:$B as part of the statement either.
I need a statement similar to this:
If column "Z" row "4"= (05-01-2014) then column B = green ONLY if column B = CM Open
If column "Z" row "4" = (05-05-2014) then column B = red ONLY if column B - CM Open
The problem being that I only want the formula to use the date in the same row ONLY when column B has "CM Open" selected from the drop-down list

Is it possible to create a "one and done" formula like this? So column "B" cells cahnge automatically when data is entered in column "Z"?????
I would REALLY REALLY like to create a script like this so I don't have to do it manually!!!

Can this be done?
