Windows 7 Home Premium 32 bit
Athalon dual core CPU
2 gig memory
40 gig empty hard drive space
System has been running fine for months.

Updated the OS and delayed the reboot.

Rebooted and now the CPU is pegged at 100% with System hogging 99% except when another  process image runs (idle = 0)

No application will complete a launch except task manager (if task manager is launched immediately after logging in).
The Processes Tab shows the application but the Applications Tab remains empty.

Reboot in Safe Mode and system responds normally.

 Could you please tell us more on the update that was performed and which is now causing this issue?
 
Method 1:
You may have to put the computer in a Clean Boot State and then check for the issue.
Below are the steps to put the computer in a Clean Boot state:
 



To perform a Clean Boot on a computer that is running Windows 7:


 
1.
Click Start, type msconfig in the Start Search box, and then press ENTER.
 
 If you are prompted for an administrator password or for a confirmation, type the password, or click Continue.
 
2.
On the General tab, click Selective Startup.
 
3.
Under Selective Startup, click to clear the Load Startup Items check box.
 
4.
Click the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.
 
5.
Click OK.
 
6.
When you are prompted, click Restart. 
 
7.
After the computer starts, check if the issue is fixed.

Machine Throttling

• Go to the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
