IPsec uses two transforms, the Authentication Header (AH) and the Encapsulating Security Payload (ESP) header and trailer, to encapsulate and secure IP packets or payloads.
These transforms wrap the IP payload with header or header and trailer information
and provide security properties, such as data origin authentication, data integrity, data confidentiality, and replay protection.
Traffic protected with AH or ESP is processed by the IPsec components of Windows before it is processed by Windows Firewall.
The IPsec components validate the security information in the AH or ESP header and trailer, decrypt the payload if needed,
and remove the AH or ESP header and trailer.
The resulting IP packet is handed back to the TCP/IP driver, which is then handed to Windows Firewall for processing.
However, you can change this behavior so that IPsec-secured traffic bypasses Windows Firewall
by configuring the Windows Firewall: Allow authenticated bypass Group Policy setting.
When you enable this setting, you specify groups of IPsec-secured computers whose traffic bypasses all Windows Firewall processing and overrides any existing policies or
settings that would otherwise block the traffic.

Step 1:
Check if the services are up and running.
a.    Click on start.
b.   In the search bar, type in as services.msc
c.    Check if IPSEC Services and ATK Keyboard service are started and running.
d.   If not, double click on the service to start it.

e.   Make sure the services are set to manual type.
Step 2:
Apart from the above mentioned steps, I suggest you try running a malware scan and check what happens.

Some malware/spyware/virus that is out on the Internet, will also change system settings, corrupt data, and log invalid registries that will also make annoying errors, as like the ones you are encountering.
You can try a virus scan.
Just keep in mind that if your system does contains a virus, the active virus can try to keep the system from installing/using the virus scan correctly.

In Registry Editor, locate and then click the following subkey:

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\IPSec\Policy\Local

On the Edit menu, click Delete.

Click Yes to confirm that you want to delete the subkey.
f.
Exit Registry Editor
g.
Rebuild a new local policy store.
To do this, follow this step:

Click Start, click Run, type regsvr32 polstore.dll, and then click OK.
