DEP keeps shutting down Internet 8 Explorer

My Internet 8 Explorer keeps shutting down and says that it is a DEP error. I have a 2007 Vista Business operating system. How can I easily fix this problem without paying a computer technician since it is now July, 2010 and all "free" help expired in 2009? 
I have tried numerous times to fix this problem in the last 8 or more months, but nothing has helped.  According to my virus protection (Norton provided by Comcast) I don't have any viruses.  Please inform me of the easy, free fix so my computer does not keep
shutting down my internet searches. Thanks!

What is the exact error message you are getting related to DEP(Data Exexcution Prevention)?

For now, let’s open Internet Explorer without add-ons and check if the issue persists.

Machine Throttling

• Go to the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Reboot your system.
